March 2019 Music & Events! 
Due to the flooding on the Missouri River we have decided to cancel our scheduled entertainment for Friday and Saturday, and to close the Winery on Friday, Saturday and Sunday. Highway 59 to Atchison has already been closed (as of 12:00 on March 21st) and based on the forecast river levels we suspect Highway 45 will eventually be closed as well. The Winery is on relatively high ground and we do not expect water here, but it will be difficult to get to the Winery if you don't know the back roads! The water levels are forecast to recede quickly so we hope to re-open early next week.

Jowler Creek Winery
Families in our Northwest Missouri communities have been devastated by the rapidly rising flood waters along the Missouri River and its tributaries this week.  We need to help our neighbors.
This weekend (Friday, Saturday and Sunday) we'll be donating 100% of our winetasting proceeds to flood victims through the Second Harvest Community Food Bank disaster relief campaign.  Come in during our regular business hours and taste all 9 of our award winning wines for just $7 and keep the logo wine glass; or taste 5 wines for just $5 and keep the glass. Class cost is $40 in advance, and $50 at the door that evening.
Our lovely instructor will be Paige.

Our Westwood Market will open every Wednesday, 10 to 4. We will continue to welcome customers on  days we are not officialy open - a knock on the door or a phone call in advance is all it takes for us to let you in! These changes support the expansion of arts programming for our Farmers. We can't wait to unveil our new Margaret Nerman Art Studio!

2019-2020 SEASON PASSES ARE ON SALE!
If you buy now, you can use next year's pass for the remainder of this season. That's 2-3 weeks of bonus time on the slopes.
Passes are at their LOWEST rate right now through April 30th
We are now offering payment plans! For just $59 down, you can take advantage of that bonus time on the slopes. Your next payment isn't until May. 
Shenanigans Sunday

Time: 9am - 5pm
Come and Celebrate the Last Day of our season with us! Lots of fun to be had with Games, a Pond Skim, Costume Contest, Pot of Gold Hunt, and whatever other shenanigans we can come up with.   All events are family friendly. Guests are encouraged to participate in the shenanigans, but certainly don't have to. All trails will be open and accessible.

POND SKIM - TBA
Located at the bottom of Sixshooter. Try your luck at it or just come to watch your friends sink or skim across. Bring a towel....just in case. All participants must have a valid snow pass/lift ticket to participate. 
COSTUME CONTEST - TBA
Located on the Patio. Show off the weirdest, wildest, and wackiest costumes you've got for a chance to win prizes and adoration of your fellow snow lovers. Costumes must be family friendly.  Divisions: Child 12 & under, Adult 13 & Over.  We will award 2 winners in each division: "Best Costume" and "Most Creative".
KIDS TREASURE HUNT - TBA
Kinds under 12 can try their luck at finding trinkets and prizes in a haystack. You never know what you might find... 
1pm-3pm FACE PAINTING & BALLOON ARTIST
Located on the patio and inside the lodge. 
FREE Snow Cones will be available all day long. Donations accepted. Proceeds benefit Midwest Adaptive Sports.

We are planning for two sessions, at 1pm and 3pm.  This event is free for our Wine Club members and $20/person for non-members. Enjoy an afternoon with our winemakers with samples of five different wines including white wine, Rosé, Port, Mellow Red, and Apple, straight out of the tank and barrel in our production facility across the street from the winery.  Light snacks are included for pairing with the wines sampled and 10% off wines purchased that day.

Snow Creek will be open through March 10th with regular hours of operations. *Exception: Fri 3/8 and Sat 3/9 slopes and tubes close at 10pm. We will re-open Saturday 3/16 and Sunday 3/17 for the last weekend of the season.
2019-2020 SEASON PASSES ARE ON SALE!
If you buy now, you can use next year's pass for the remainder of this season. That's 2-3 weeks of bonus time on the slopes.
Passes are at their LOWEST rate right now through April 30th
We are now offering payment plans! For just $59 down, you can take advantage of that bonus time on the slopes. Your next payment isn't until May. 
Shenanigans Sunday

Come and Celebrate the Last Day of our season with us! Lots of fun to be had with Games, a Pond Skim, Costume Contest, Pot of Gold Hunt, and whatever other shenanigans we can come up with.   All events are family friendly. Guests are encouraged to participate in the shenanigans, but certainly don't have to. All trails will be open and accessible.

POND SKIM - TBA
Located at the bottom of Sixshooter. Try your luck at it or just come to watch your friends sink or skim across. Bring a towel....just in case. All participants must have a valid snow pass/lift ticket to participate. 
COSTUME CONTEST - TBA
Located on the Patio. Show off the weirdest, wildest, and wackiest costumes you've got for a chance to win prizes and adoration of your fellow snow lovers. Costumes must be family friendly.  Divisions: Child 12 & under, Adult 13 & Over.  We will award 2 winners in each division: "Best Costume" and "Most Creative".
KIDS TREASURE HUNT - TBA
Kinds under 12 can try their luck at finding trinkets and prizes in a haystack. You never know what you might find... 
1pm-3pm FACE PAINTING & BALLOON ARTIST
Located on the patio and inside the lodge. 
FREE Snow Cones will be available all day long. Donations accepted. Proceeds benefit Midwest Adaptive Sports.

We will continue to welcome customers on  days we are not officialy open - a knock on the door or a phone call in advance is all it takes for us to let you in! These changes support the expansion of arts programming for our Farmers. We can't wait to unveil our new Margaret Nerman Art Studio!

LABOR AVAILABILITY ASSESSMENT

The Platte County EDC engaged the Docking Institute of Public Affairs to provide a labor study report to assess the available labor pool within the Platte County Labor Basin. The Docking Institute conducted research and 1,090 phone surveys within the 8-county labor basin to complete the assessment. Transportation Infrastructure Update

152/Kansas Project:

What You Should Know

The bridge on Route 152 over I-35 will be closed for 4 months beginning in May 2019. Lane closures on Kansas Street and Route 291 will also be expected during construction. The project is expected to be completed by the end of August 2020. Although the project is in Clay County, it impacts the entire Northland.

Focus on Bridges

The Governor's $350 million bonding proposal could advance the funding of 4 bridge replacements in Platte County. The Platte County bridges are part of 28 total bridges in MoDOT's Kansas City District that are scheduled for repair or replacement in the current STIP. The Buck O'Neil Bridge is not on this list of bridges.

Platte County DWI Treatment Court achieving success

Platte County DWI Treatment Court achieving success:

Only two of 119 graduates has been convicted of another DWI

When Platte County began the first DWI Treatment Court in the Kansas City metro area nearly eight years ago, Judge Dennis Eckold and Prosecuting Attorney Eric Zahnd were cautiously optimistic that it would be a success. But neither one of them would have predicted that only two of the court’s 119 graduates would be convicted of another DWI.

Judge Eckold said, “When we set out to plan a DWI Treatment Court about 8 1⁄2 years ago, we wanted to change behaviors and drastically reduce repeat offenses. We wanted to try to get to the root of the problem. This program is sobriety court. It’s about being accountable and committed. It’s a rigorous program with many requirements. It’s not perfect, but I’m very encouraged by the results so far.”

A recent recidivism study confirms the startling success of the court. With a recidivism rate of less than 2%, the court is achieving a success rate that is nearly unheard of in criminal justice. By comparison, a recent study by the Pew Charitable Trusts showed that, in 12 states including Missouri, 37 percent of people sent to prison for any crime were back in prison within three years.

Zahnd said, “Treatment courts are an incredibly effective alternative to prison that often cut short what otherwise would become a life of crime.”

Zahnd recounted meeting two graduates of the Platte County DWI Treatment Court in 2018 during Parkville’s annual Independence Day parade. Both men credited the treatment court for “saving their lives” by helping them escape the bonds of alcoholism.

“Platte County’s DWI Treatment Court changes people’s lives for the better, and that’s good for our entire community,” Zahnd said.

Platte County’s DWI Treatment Court began in 2012, and was the first of its kind in the Kansas City metro. In the years following, Platte County has added mental health and drug treatment courts. The county is now working to establish a veteran’s court.

The DWI Treatment Court is a comprised of a team that includes:

  • The Platte County Circuit Court

  • The Prosecuting Attorney’s Office

  • The Missouri Department of Probation and Parole

  • Tri-County Mental Health Services

  • Midwest ADP (which provides probation and counseling services)

  • The Platte County Sheriff’s Department (which provides trackers)

  • Northland Alternative Service Program

  • Electronic Sentencing Alternatives

  • Tomo Drug Testing

  • Professor Greg Plumb of Park University

  • Criminal defense attorney Mark Ferguson

It is funded by the Clay-Platte-Ray mental health levy.

Tri-County Mental Health Services CEO Tom Petrizzo said, “The Platte County DWI Court is a great example of a highly successful community partnership. It brings together court personnel, prosecutor, defense bar, probation and treatment specialists who, in unison, create a positive lasting impact on individuals and families who may be struggling with the adverse effects of addiction.”

The DWI Treatment Court holds periodic graduation ceremonies, which are open to the public. The next graduation ceremony is scheduled for February 28 at 3:00 p.m. in the Platte County Commission Meeting Room.

A NOTE FROM THE CHAIRMAN

DALE BROUK, FIVESTAR LIFESTYLES

Last week at the Board meeting we provided the 2018 Annual Report which sums up a remarkable year of accomplishments under the leadership of Past Chair Aaron Schmidt.

As I look forward to my role as the 2019 Chairman it comes with cautious optimism. The economy is strong today but headwinds from China, Brexit, and an ever changing political environment can be cause for reflection. These global headwinds coupled with state and local hurdles challenge us every day and it is how we work through them that make our companies better, stronger and more profitable. I have always lived by the motto “change is good, you must embrace it and make it work for you!”

The Platte County Economic Development Council (PCEDC) has its own set of challenges in 2019. We again are faced will a zero based budget, which in simple terms means our revenues equal our expenses. As with our own businesses we should not be satisfied with breaking even. I am asking you to please keep in the forefront what PCEDC has done for your business and Platte County.

I look forward to serving as Chairman and working with my team, Mike Duffy, Co-Chair, Mike Reik, Treasurer and the Past Chair, Aaron Schmidt. And as we all know, none of this happens without Alicia Stephens, Stephanie Deppen and Molly Ramirez. A special thanks to Stephanie Neppl for all her help in 2018 and we wish her the best of success in her new endeavors in Iowa.

Let 2019 bring success to ongoing projects such as KCI Airport and the Northland Youth Sports Complex. Read on to find ways you can involved. We can't do our work without your support.

Strategic Plan Update

The mission of PCEDC is to promote, enhance and grow economic development in Platte County, MO. In so doing, we strive to improve the business environment, our communities and the quality of life in all of Platte County. In late 2017, consultant Janet Ady conducted interviews with key stakeholders and a year ago she provided her report. Based on her findings, we got to work on the new plan. 2018 was the year of refinement and the new plan is a result of that effort. All strategies are mapped out in detail in our strategic plan.

Advocate for development of public regulatory agencies and advise on positions the PCEDC should take on ballot and legislative issues.

KCI AREA DEVELOPMENT COMMITTEE
Co-Chairs: Darren Hennen and Duane Soper
Develop real estate opportunities in the Kansas City International Airport business district, Twin Creeks and along the I-29 corridor. The efforts of two NEW taskforces will be under this committee.

  • I-29 CORRIDOR TASKFORCE: This taskforce will consider opportunities for greenfield development as well as identifying areas needing redevelopment/ reinvestment / repurposing.

  • KCI AREA LAND DEVELOPMENT TASKFORCE: This taskforce will be tasked with looking at the potential for development of the thousands of acres on the west side of the airport as well as land in the KCI Area Plan.

ORGANIZATIONAL IMPROVEMENTS COMMITTEE
This committee oversees the operation of the PCEDC. Its tasks includes a quarterly meeting to review financial reports and make recommendations to the executive committee.The efforts of two NEW taskforces will be under this committee.

  • BYLAWS AND BOARD STRUCTURE TASKFORCE: This taskforce will study the PCEDC bylaws and make revision recommendations to the Board. The taskforce falls under the key strategy, as noted in the strategic plan, "Strengthen the Organization." Co-Chairs: TBD

  • MEMBERSHIP STRUCTURE TASKFORCE: Participants of this taskforce will study the historic data to determine trends as they relate to the work plan for each particular year. Co-Chairs: TBD

KCMO Pre-K Sales Tax Ballot Issue

As recommended by the Public Policy Committee, the PCEDC Board of Directors took a position regarding the proposed KCMO Pre-K sales tax ballot issue. John Elliott made the motion that although the PCEDC believes in the need for Pre-K education for ALL children, it does not support the proposed sales tax as a funding mechanism. Dale Brouk seconded the motion. Cathleen Flournoy and Nathan BeVelle abstained. The remaining Board members voted in favor and the motion passed. The PCEDC feels strongly that this discussion needs to occur with our leaders at the State.

Kansas City Aviation Department reports that 11,850,825 passengers traveled through KCI Airport in 2018, up 3.0% from 2017. December totals were up 3.6% from 2017 figures, with 947,120 passengers arriving and departing through KCI's gates during the month, which marked the busiest December on record.

Construction on Skyview Ave from Ambassador Drive to Tiffany Springs Road is scheduled to begin early spring

NW Prairie View Road

Work is underway on Prairie View Road near 64th Street and expected to be complete this spring. Follow the project HERE.

NW 72nd Street Improvements

The 72nd Street project from I-29 to N. Polk is out to bid. Construction will start early spring with a 18-24 month completion time frame.
