Buck O'Neil (Broadway) Bridge Reopens after Rehab Project

The Missouri Department of Transportation reopened the Buck O'Neil (Highway 169 over the Missouri River) Bridge after a rehabilitation project.

Crews closed all southbound traffic of the aging structure back in mid-May in order to repair cables, railings, the medians and the expansion joints on the structure. The Buck O'Neil Bridge is more than 60 years old and sees on average of about 40,000 vehicles each day.

The repair project cost an estimated $7 million and was a cost-sharing agreement with the City of Kansas City, MO. Currently; an environmental study is being conducted on the bridge. The study will be used to help determine the feasibility of a new bridge.
MoDOT would like to thank the citizens of Kansas City and all of its partners for their patience.


Board Member Highlight

At our November Board meeting, Helmut Derra, shared the history of Haldex Brake Products and the services offered. Haldex is a Sweden-based company, operating worldwide with offices in 18 countries. They develop and provide reliable and innovative solutions that improve safety, vehicle dynamics and environmental sustainability in the global commercial vehicle industry.

Ignite Medical Resorts held its open house on November 15th at 2100 NW Barry Rd, KCMO.


Six At Park held its groundbreaking on November 20th. The new Class A office building is four stories set along Hwy 9 and 6th Street in Parkville


Biolife Plasma Services is now open at 8761 N Ambassador Dr,  KCMO. BioLife Plasma Services is a state-of-the-art facility dedicated to collecting quality plasma in a safe and clean environment.

Kansas City Aviation Department announced that 1,077,849 passengers arrived and departed through KCI's gates in October, a 5.8 percent increase from October 2017 and the largest volume of October passengers in the airport's history. Passenger boardings were up 6.9 percent, with a total of 537,476 boarded. For the year to date, total passengers in and out total 9,930,090, up 3.1 percent. Year-to-date passenger boardings are 4,968,028, up 3.3 percent.

Proposition D vote is November 6

The SaferMO.com website - www.SaferMO.com - is there to help Missourians learn about Proposition D, the statutory ballot measure for funding safe roads and bridges. Proposition D appears on Missouri's November 6, 2018, general election ballot. It was referred to state voters by the Legislature. Prop D phases in a 2.5 cents annual motor fuels tax increase over four years. 

The Platte County EDC Board of DIrectors supports Proposition D. If your company or organization is interested in receiving a presentation, please contact the office on 816-270-2109.

This election ballot is full with many issues and candidates. Click HERE to go to the Secretary of State website to look up your ballot.

Platte County Students participate in National Manufacturing Day

Park Hill and Platte County R-3 students participated in National Manufacturing Day activities. Manufacturing Day is a celebration of modern manufacturing meant to inspire the next generation of manufactures and takes place the first Friday in October. MFG DAY addresses common misperceptions about manufacturing by giving manufactures an opportunity to open their doors and show what manufacturing is. Approximately 140 students had the opportunity to tour 5 local advance manufacturing companies: Multivac, Haldex, Martinrea, US Farathane and Marlen International.


Students had the opportunity to tour the facility floors and see equipment being manufactured first hand. They visited the different departments to learn about career opportunities available in the industry and education required for different positions. All five company tours were a success and the companies reported they enjoyed hosting the students and look forward to future opportunities to engage with education partners.

City of Kansas CIty preps for website revamp, seeks feedback

A new KCMO.gov, the government website of the City of Kansas City, Missouri, is coming in 2019 and the City wants your input. The City is encouraging KCMO residents to complete the 10-question Website Community Survey on KCMO.gov and suggest ideas for improving the website.

The survey is available until Nov. 2 here.

  • TSi Geotechnical, Inc. specializes in geotechnical engineering, drilling, laboratory testing, and construction observation, documentation and field testing services.


Board Member Highlight

At our September Board meeting, Board member Darren Hennen, shared the history of Olsson as well as the services provided. Olsson is an engineering and design firm that provides services for public and private infrastructure projects. They specialize in complex projects that involve many disciplines, including site/civil, transportation, water, environmental, field operations, survey and facilities. 

At our October Board meeting, Board member Doug Doll with KCI Auto Auction shared the history of how the organization moved to Kansas City in 2008 from Elwood, Kansas. KCI Auto Auction offers a wide range of remarketing services including reconditioning, inspections, transportation, salvage auctions, equipment auctions, and Internet auctions. 


Investor News

Congratulations to Northpoint Development who won first place in the medium size (101-250 employee) category in the 2018 Best Places to Work by the Kansas City Business Journal! Congratulations as well to Burns and McDonnell and JE Dunn for earning second and third place, respectively, in the 501+ employees and up category. And well done to our investors who were finalists: ARCO ConstructionHNTBMcCownGordon and Terracon.

The Argosy Casino Hotel & Spa held a renovation party on October 24th to celebrate its multi-million dollar transformation. The changes include renovated guest rooms, hallways and hotel lobby.

Saint Luke's North has earned Missouri "Show Me 5" recognition from the Missouri Department of Health & Senior Services. The award recognizes Saint Luke's North as a center of adoption of five evidence-based maternity care practices that support breastfeeding. This is also the first step to becoming accredited as a Baby Friendly Hospital.

White Goss PC merged with Rouse Frets Gentile Rhodes on Sept. 30, creating a Top 10 law firm in the Kansas City area. Read more.

Members of the Edgemoor Team and Kansas City Aviation Department hit the road in September to share the latest information on the KCI New Terminal. The team hosted 7 open house events across the metro, to give citizens greater insight into the ongoing design process, including how the project team is working to incorporate sustainability and other features that will enhance the passenger experience in the New Terminal. Here is a link to materials shared at the Open House. KCI Airport reported its busiest September in history. Passenger boardings were up 4.1%, with a total of 477,339 boarded. For the year to date, total passengers in and out total 8,852,241, up 2.7%. Year-to-date passenger boardings are 4,430,552, up 2.8%. Read more.

  • Reminder that the southbound lanes of the Buck O'Neil Bridge remain closed as work is being done underneath the bridge. Follow the project here. An environmental study for the Buck O'Neil Bridge is underway and will build on the recently completed planning and environmental linkages (PEL) study to further evaluate options to improve or potentially replace the bridge. The study, which is scheduled to conclude in late 2019, will require significant public input in the coming months. Two formal public meeting will be scheduled in 2019. Learn more about the study here.

A dedication of the Ed Bradley Sports Medicine Center was held in honor of our former Board Chairman, who was a dedicated Northland civic leader and supporter of Park University Athletics.

Work on Buck O'Neil Bridge will cause complete closure


The Missouri Department of Transportation has rescheduled the following closure of the Buck O'Neil (Broadway) Bridge. Crews will close all northbound lanes of the Buck O'Neil Bridge from 7 p.m. Friday, Sept. 28 through 6 p.m. Sunday, Sept. 30 for median replacement operations. This will be a 24/7 closure and will require motorists to find an alternate route. Read more.

Missouri Air Travelers Have a Few More Months until Airport Security Checkpoint ID Requirements Change with REAL ID

The Kansas City Aviation Department wants to allay concerns travelers may have that they must use a U.S. passport to board their flights after October 10. For now, they have through January 21, 2019. Read more here: http://flykci.com/newsroom/news-releases/missouri-real-id-update-9-2018/

This hiring fair is for workers that have recently been laid off as a result of the Harley Davidson plant closure and those who have recently completed training in warehouse, advanced manufacturing, and transportation (CDL).

Housing Policy

At this months Public Policy Committee meeting, Councilmen Scott Wagner and Quinton Lucas provided information regarding Kansas City's proposed housing policy. Kansas City has not had an official housing policy for over a decade. Instead, it's been dictated by HUD's 5 year policy. 

Some of the concerns expressed were:

  • The proposed policy should be more defined, specifically consider the impact of the definition of affordable.

  • Affordable is not required if not incentivized and if not a significant public investment in infrastructure. What is a significant investment? 

  • Expedited permitting for affordable projects puts other projects at the bottom of an already long process.

  • Housing development costs could increase more. Profit margins for housing development have stayed the same for 20 years, but lot prices have increased by $20,000. 

Councilmen Wagner and Lucas indicated that the current proposed housing policy, is just a starting point of conversations. The intent is that the policy will not be a one size fits all.

At our August Board meeting, Board Chair Aaron Schmidt, shared the history of Hunt Midwest and their services offered. Hunt Midwest is a Kansas City-based, full-service real estate development company with a focus on industrial, commercial, retail, mission critical, multi-family, senior housing and residential real estate.

  • The 72nd Street project is finalizing rights of way with MODOT and once it is approved next month, the project will move for bidding. Construction will start late fall/early spring with a 18-24 month completion time frame.

CVS Health opens Midwest Distribution Center 

CVS Health officially announced the opening of its Midwest Distribution Center in Kansas City, Platte County on Friday, August 24th. The new distribution center in the KCI Corridor, when fully operational,will add more than 360 new jobs, as well as an additional 70 to 100 jobs through work with local businesses. Read more here.

Harley-Davidson update

The first round of layoffs for Harley-Davidson was August 3rd, which affected 170 employees. The Full Employment Council and Platte County EDC jointly hosted a hiring event for Platte County businesses to connect with displaced workers on August 10th. Fourteen Platte County employers participated in this event. The Full Employment Council, with assistance from the Platte County EDC, hosted a second hiring event for displaced workers on August 17th. More than 30 employers from the Kansas City region participated in this event.

The Platte County Economic Development Council partnered with TeamKC and KCSmartPort to connect recently displaced talent with area employers in response to Harley-Davidson's layoffs at its Kansas City plant. Check this post for info on employers that are actively hiring and the KC Career Network. 

PCEDC has communicated with Harley's Real Estate Division and is building a file for the property. Harley distributed an RFP to identify a commercial real estate broker. PCEDC will work with the broker to backfill the space. The timeline is product off the line through May of next year and then close-out the facility in June and July.

SaferMO.com Launches Proposition D Campaign Website

The SaferMO.com committee launched a website - www.SaferMO.com - to help Missourians learn about Proposition D, the statutory ballot measure for funding safe roads and bridges. Proposition D appears on Missouri's November 6, 2018, general election ballot. It was referred to state voters by the Legislature. Prop D phases in a 2.5 cents annual motor fuels tax increase over four years. The Platte County EDC Board of DIrectors supports Proposition D.

KCMO breaks ground for new bridge over I-29

A groundbreaking was held on Friday, July 27th for the improvements and new bridge near Tiffany Springs MarketCentre. The project includes:

  • Four lanes with a median, curb and gutter, sidewalk and trail
  • Streetlights and enclosed storm sewer
  • Minor lane improvements over I-29 in conjunction with MODOT
  • NEW BRIDGE along I-29

  • Biolife Plasma Services will open a new center later this year in the Tiffany Springs East development along Ambassador Drive and 152 Highway. The company is holding hiring events July 30-31 and will employ around 70 people.
  • Ignite Medical Resorts will open this fall at 2100 NW Barry Road, KCMO. The 90-bed skilled Nursing Facility will serve short-term rehab patients, long-term skilled nursing patients & expand network of home health/hospice services.

City of Kansas City Trails Study

The City of Kansas City started the process to update the 2009 Trail Facilities Nexus Study, which outlined the need to build public trails near new development projects in KCMO. In the updated study, the City seeks to provide alternatives to an impact fee system and to demonstrate the amount of funding the City would have had for trail construction, if a trails impact fee had been passed in 2009. 234 Boardwalk-Antioch expands route to Tiffany Springs

RideKC's 234 Boardwalk-Antioch has expanded to serve jobs in East Tiffany Springs and West Tiffany Springs, which went into effect July 2, 2018. New service has been added north of Boardwalk Square Park & Ride. The route expanded to add hourly service throughout the middle of the day on weekdays.

The Kansas City Aviation Department reported that 1,126,145 passengers arrived and departed through KCI's gates in June, a 4.7% increase from June 2017. Passenger boardings were up 4.9%, with a total of 561,454 boarded. For the year to date, total passengers in and out total 5,733,268, up 2.5%. Year-to-date passenger boardings are 2,878,735, up 2.6%. Read more.

PCEDC Board visits new CVS Health distribution center

On June 22, the Platte County EDC board and elected officials got a chance to see the new CVS Health Midwest Distribution Center. 

The new center will send its first products on October 1, and will eventually employ close to 400 people.


234 Boardwalk-Antioch expands route: new service to East and West Tiffany Springs

Summer intern recaps time at PCEDC

The summer of 2018 has been one of learning and new experiences. The intern position was filled by Taryn Firkins, a strategic communications student at Oklahoma State University and Platte County R-III graduate.

The past eight weeks have flown by. I started my summer off interning at the Platte County EDC. The first few days, I met board members, other members of the EDC, business owners, developers and city representatives at meetings and luncheons. I was able to do a write-up for the Annual Joint Luncheon and help prepare for the celebration of the PCEDC's 30 Years of Success. This position has opened up so many opportunities for my future and my career path.

The entire summer was busy with new and existing projects. I attended many early morning meetings and took detailed notes, so I could create minutes. The minutes were written for board meetings, executive committee meetings and KCI Are Development meetings.

I was able to pick up the ins and outs of the technologies used and lighten the load for the staff. I frequently used the information system Location One. I used Location One to keep the PCEDC website up-to-date after reviewing real estate websites specific to Platte County. I added available sites and buildings to the website to keep it as accurate as possible. I also became familiar with One Note and even more familiar with the analytics of Twitter.

This internship gave me insight on the way things work for not only the Platte County EDC, but in Kansas City and the surrounding areas- including the businesses and schools. I learned how everything works and fits together among the staff members.


Marketing update

Stephanie Neppl again attended Lakeside with the Locators site consultant event this month. The annual event provides opportunities for economic developers to discuss a range of timely topics with site locators from major markets all over the US. Workforce was not surprisingly a large part of the discussion. Ten site consultants from major markets in the US took part. Thanks to our co-sponsors City of Riverside and Kansas City Aviation Department for partnering with us again!

Joint Luncheon

  • Please join the Northland Regional Chamber of Commerce, the Clay County EDC and the Platte County EDC for a Legislative Update luncheon on June 19th at the Marriott KCI. The program will feature updates from our Missouri State Legislators about their regular and special sessions in Jefferson City. KCI Area Development Meeting

  • The KCI Area Development Committee will meet on Thursday, June 7th, at 7:30 am in the Platte County Resource Center.  Jennifer Goering with the Platte County Convention & Visitors Bureau will provide an update.

Old Tiffany Springs Road Reconstruction Open House

  • The Kansas City Public Works Department is reconstructing
    Old Tiffany Springs Road from N. Congress Ave. to N.W. Skyview Ave. and constructing a new bridge over I-29. Join us for an open house on Tuesday, June 19th to learn how these upgrades will benefit your neighborhood. Public Works staff and project representatives will be present to answer questions and show design plans. This meeting will be held at the KCPD North Patrol Division Station - Community Room, and is an open house format, so there is no formal presentation. Attendees may arrive any time between 4:30 p.m. and 6:00 p.m.

KCI TIF/Platte Purchase Redevelopment District

  • KCI TIF and Platte Purchase Redevelopment District advisory committees will jointly meet on Wednesday, June 20th, at 8:00 am in the Platte County Resource Center.

Public Policy Meeting

  • The Public Policy Committee will meet on Thursday, June 21st, at 7:30 am in the Platte County Resource Center.  The transportation ballot issue will be discussed.

Board meeting update

The Platte County EDC Executive Committee has made a few Board meeting changes. Each meeting will now feature a Board Member Highlight to share information on the many companies and organizations represented on the Board. Vice-Chair Dale Brouk of Fivestar Lifestyles provided the first member highlight at this morning's board meeting, please click here to see more info.


Another change is a shift away from committee updates during the meeting, and instead minutes will be included in the board packet. A reminder that committee minutes can always be accessed on the PCEDC website here (the password is pcedc2017).


Community Development Day - Register Now!

PCEDC members are invited to take part in the May 14th Community Development Day, held at The National. Each year, commercial real estate brokers and developers are hosted, and the event provides an opportunity for Platte County communities to network in a Community Expo and on the golf course.

  • KC health systems look to Northland for growth. Read more.

Transportation Infrastructure update

  • The new I-29 bridge near Tiffany Springs MarketCentre bid has gone to Clarkson Construction. It is funded through the KCI TIF, City of Kansas City, MO and a federal grant.
  • Buck O'Neil Bridge - MARC has allocated $40 million and MoDOT has allocated $100 million and $60 million from the PIAC sales tax passed in April. The project was not chosen for a Tiger Grant. A 6-month closure will start in June to make necessary repairs and will affect southbound traffic. Follow the project here.
  • Right of way negotiations have been finalized so the City of Kansas City can now move forward with the next phase of construction to open up the northern entrance and realign the 64th Street roadways. This phase is for road improvements to expand NW Prairie View Road north of 64th Street. There are other projects planned for other streets in this area (the Park Place TDD) as funds allow.

Get out and Vote!

Just a gentle reminder to get out and vote Tuesday, April 3rd.  Municipalities, fire districts, ambulance districts, school boards have ballot issues.To see what is on the ballot in Platte County, click here to go to the Platte County Board of Elections' website.

The Platte County EDC Board of Directors endorsed and supports KCMO's Question 1 which reauthorizes an existing 1% sales tax.  The tax will be used to continue the City's capital improvements program.  and includes the City's share of the costs for a new Buck O'Neil bridge.

Every vote counts, be sure to cast your ballot.

Platte City concept plan/design standards for east side of I-29

SpringHill Suites breaks ground

The new SpringHill Suites on 8300 North Stoddard Avenue, KCMO, held its groundbreaking on March 19th. The new96-suite hotel is being developed by Falcon Hospitality Group and plans to open in April 2019. 

Councilman Dan Fowler was at the groundbreaking alongside Alicia Stephens, PCEDC Executive Director and Falcon Hospitality Group's Sam Bhakta and Dave Parmar.

Investor News

Congratulations to Jade Liska for his promotion to Deputy Director of Aviation Planning & Engineering for the Kansas City Aviation Department. Jade will serve as project manager in the design and construction of a new passenger terminal at KCI. Read more. Small Business Bootcamp for Entrepreneurs

Mid-Continent Public Library's Square One Small Business Services division, in partnership with the Clay County Economic Development Council, will host a Small Business Bootcamp for aspiring entrepreneurs on Friday, March 30, from 8:30 a.m. to 11:30 a.m. at MCPL's Woodneath Library Center located at 8900 NE Flintlock Road, Kansas City, MO 64157.

During the half-day bootcamp, attendees will enjoy a keynote speech at 9 a.m., followed by expert-led seminars on finding customers, funding a business, and scaling up. Numerous organizations that assist small businesses will also be present to share resource information. The keynote speech will be delivered by Kelly Wilson, owner of Weave Gotcha Covered!, a Kansas City business that specializes in the production and installation of custom window treatments.

Following her speech, attendees will have the opportunity to attend two of six available educational seminars including:

  • What Does it Mean to Be Bankable? with Adrienne Haynes, Managing Partner of SEED Law
  • Finding the Right Mentor with SCORE KC
  • Dealing with Government with John Pajor, Manager of KC BizCare
  • Direct Sales: How and Who (Target Market) with Kelly Head, Square One Business Information Librarian
  • How to Talk Tech with Ben Rodriguez, CEO of IT Nachos
  • Best Practices for Home-Based Businesses with Stephanie Zamora, CEO and Conductor at Assurance Security

Doors will open at 8:30 a.m. for networking. Complimentary coffee and snacks will be provided. Registration is required for this event. This program is funded by a grant from the Ewing Marion Kauffman Foundation.

As you know, the Broadway/O'Neil Bridge will need to be replaced in the coming years and several options have emerged for a re-imagined North Loop in the context of a reconfigured river crossing. Public input on initial strategies has helped to refine potential alternatives, but more input is needed in finalization of the study. Review displays, assessments of the refined alternatives and results of future traffic models at either open house.

The first open house is located at MARC (Mid-America Regional Council) on Wednesday, March 21st, 4:30-6:30 p.m.

The second open house is located at iWerx on Thursday, March 22nd, 4:30-6:30 p.m.

A note from Chairman Aaron Schmidt

With the passing of our good friend and fearless leader, Ed Bradley, the board voted last week for me to take back the Chairman role for 2018. Given upcoming changes i.e. strategic plan, Ed's passing and budget work, I believe continuity will be beneficial.

So I step back into the Chairman seat and Patricia Jensen moves back into the Immediate Past Chair position. Dale Brouk is Vice Chairman, Mike Duffy is Treasurer and John Elliott will represent the County Commission.

The PCEDC executive committee will be looking for participation from our members as we embark on a new strategic plan.

We will meet in mid-March to layout the structure to develop the plan. We believe we'll need to review things like bylaws, committees and board structure, as well as our mission and key strategies and actions. I hope when we make the call for input, you will answer.

One immediate need is leadership for our Public Policy Committee. Jeff Elsea has chaired this committee for a couple of years. It is now someone else's turn. Do you have an interest in policy, legislation, ballot issues and ordinances? We could use your help. I have a Vice Chairman - board member Tim Kelley has stepped up. We need a chairman for that committee. If you want to learn more about commitment, agendas, timing, please call Alicia at 816-270-2109.

As was the case with the KCI Terminal issue, continuing the Platte County EDC's efforts and successes will require a grassroots effort from our members.


Harley-Davidson News

The recent headlines about Harley-Davidson's closure of the KCMO Platte County were devastating. Through years of business visits, I can honestly say we were caught by surprise.  We have a Harley representative on our board, they have been members since the very beginning and we consistently completed business visits. As has been reported - this was not a local decision; this is not about KCMO or Platte County - the company facilities do not meet Harley's market needs.

It was reported at our board meeting last Friday, that Harley does not yet have timing of layoffs, numbers of layoffs per phase or what they'll do with the facility. Those details are all works in progress.  
Bikes will continue to roll off the Kansas City line until July of 2019.

The silver lining is that my phone is ringing off the hook with H.R. Directors ready to hire folks right now. Maybe instead of building bikes, employees would like to build airplanes at ATS in the Overhaul Base.

We'll keep you posted on timing.

Public Policy Items to Watch

KCMO April 3 Election - The Platte County EDC board voted to endorse KCMO's ballot issue to reauthorize the existing 1% sales tax for public infrastructure improvements which includes the City's share of the costs for the replacement of the Buck O'Neil Bridge.

Transportation funding - The Platte County EDC's legislative priorities include support of Representative Kevin Corlew's Transportation Taskforce recommendation. At this time, the transportation funding issue has been added onto a larger tax reform bill upon which the PCEDC has not take a position.

Prevailing wage changes - The Platte County EDC's legislative priorities include support of revising prevailing wage laws. Public sector projects, no matter what size, are required to pay prevailing wage. The PCEDC supports legislation that would keep project costs reasonable.

Video Lottery Terminals - Senate Bill 767 provides a mechanism to allow video lottery terminals in the State. Whereas Casinos are regulated by the Missouri Gaming Commission, VLT would fall under the State Lottery Commission. It is estimated that VLTs will cause extensive losses to our Casinos. t is also noted that this would be the largest single expansion of gaming since the voters authorized river boat gaming in the 90s. The PCEDC is expected to take a position yet this week.

Notice of Opportunity for a Public Scoping Meeting for the Environmental Assessment (EA) and Section 106 Review at KCI

The City of Kansas City, Missouri Aviation Department will host a Public Scoping Meeting to discuss the type and scope of information and analysis to be included in a Draft EA for the Proposed Replacement Terminal Project at Kansas City International Airport. This project will study the environmental impacts of the development of a replacement terminal and other associated actions.

This is an opportunity for the public to provide input on what issues and information should be addressed in the EA. Comment sheets and a chance to give oral comments will be available at the meeting. 

When: Thursday, March 15, 2018 from 6:00 to 8:00 pm.
Where: Ambassador Building located at 12200 N. Ambassador Dr., Kansas City, Missouri.

The City of Kansas City, Mo., Aviation Department reports that 811,978 passengers arrived and departed through Kansas City International Airport's gates in January, a 3.3 percent increase from January 2017. Passenger boardings were up 3.7 percent, with a total of 405,749 boarded. Read.
